Zoning Districts

The Town of Grove has a zoning ordinance with two primary districts:

  • Business District — surrounds the Hamlet of Swain
  • Agricultural District — covers the remainder of the Town

The Town welcomes development. Building permits are required for all new construction. Contact the Code Enforcement Officer for information about zoning requirements and permits.

Permits, Applications & Ordinances

Dog Licensing & Control

The Town of Grove falls under the NYS Agriculture & Markets Law, along with the Town’s local dog law. The requirements are:

  • All dogs must be vaccinated
  • All dogs must be licensed
  • All dogs must be under the owner’s control at all times
